Flooded with sleezy medicare insurance company phone calls

I will turn 65 in a few months. I get no less than 8 calls a day from sleezy insurance marketers. Most seem to be hawking medicare advantage plans. I screen them out but it is irritating.

I also get obvious scam calls, usually tape recorded messages. One obvious one says they are Apple support and there is suspicious activity in my Apple account. I have never done any business at all with Apple and have no account. Others similar from credit cards (one claims Discover card, which I have never had a discover card).
And they all use fake phone numbers to try and trick you into answering the phone. Apparently they have machines that with mimic local phone numbers of actual people on caller ID.
Why aren't these scum in prison?
