It was simply market factors at work. Lots of supply available before CV19 with a massive fall off in demand once it hit. Trump's fumbling of the response exacerbated the problem but it wasn't the cause. Having said all that, consolidation and layoffs were coming to the oil industry with or without CV19; oil prices have been volatile but relatively low since 2015.
