It is Paul speaking against being violent revolutionaries and not picking unnecessary quarrels with governments. Christians aren't to be crazy dissidents stepping outside societal norms for behavior.
That Christians must remember that God is working through pagan governments towards accomplishing his will.
See Isaiah 10 for an example of Assyria, Cyrus in Isaiah 45 and Babylon in Jeremiah 29.
We do not have an obligation to support government. Government is oppressive and that line of reasoning has been used to go along with all manners of corruption and abuse.
The Apostle Paul many times called out government abuse (Acts 16, Acts 23).
