Milwaukee County will allow the Brewers to have roughly 11,000 fans (25% capacity) spread widely throughout the stadium but they have to keep the roof open. Even in cold, rain, snow, etc.

You can shop at a Costco, Wal Mart, etc. with roofs on them. But in order to spread 11,000 people throughout a 45,000 person stadium, even with that massive space, you must leave the roof open so they are freezing, wet and miserable.

This is how our government handles such things. And people trust them still.
