He did the right thing, but for all the wrong reasons.
It would be fine to open trade especially tourism with Cuba. But Biden, like Obama, will use it to bolster a communist country in our backyard. The black caucus loves Cuba and communism. We will adopt their methods instead of spreading democracy, capitalism and freedom to and impoverished prison island.
Your question was whether it should be done. Yes it should. But Biden will fluck it up. I wish Trump had left the arrangement open but controlled it better.
