is worth. Sales and income tax are on a known verifiable amount. Property is an estimate, best guess, etc. I worked on county assessor software for awhile. There's too many different ways to arrive at a value. It's too easy for an assessor to not have each property valued equitably. And they can fudge their buddies down and justify it without much trouble. And it penalizes people who own property.
