The risk of such an event is baked into the terms of the contract and it would be understood if you're XYZ Company that this was a risky proposition due to the fact that a change in government could kill the project.
You do understand that's why just part of the reason business and political support is so intertwined, right?
By the way, just about any large scale project with political complications wrapped around it involves outsized risk. I'd imagine a few tanker companies took it in the pooper when they threw the dice on building Iran some new tankers and the oil embargo came through.
