back. I seriously doubt that many will choose that option.

The simple answer to your question, like most, is money. If you held every kid back but still admitted a new kindergarten class schools would be adding an additional 5-10% to the number of students in their district. That requires more space, more teachers and more resources of all kinds that most schools do not have in their budgets. And that is after wading through the sh1t storm when you tell parents that all of their children will be repeating last year.
