He knew he had little chance at re-election the minute the Dems coalesced behind Biden and after some consideration about how he could profit from the loss - he cooks up the "if I don't win, it's stolen" absurdity. He spends months selling that, doing little in fact, but selling it.

Once the loss came, he raked $250 million from his marks. Laughed all the way to the bank.
