I'm sure stl has neighborhoods but maybe what he was

saying is that with stl metro being segmented into a bunch of of ultra small cities like it is. That what KC calls a neighborhood is the equivalent to a stl metro city.
At my last job I was managing a remote worker in stl. when he drove to LS one time he laughed how going through BS was like going through 4 cities in stl.
That said stl city proper consists of only three neighborhoods. The really dangerous part, the even more dangerous part and the hill (aka the kind of dangerous part with fried italian food if that is actually a thing)
