Its similar to his Russian collusion. He tried to do it, he put great effort toward accomplishing it, and he benefited from it. But given his incompetence and overall stupidity he couldn't really execute on it and his clumsy idiocy leaves a path of plausible deniability because all of his efforts failed in predictable fashion.
