time. The state is not going to be able to afford to engage in economic development for long if what those efforts produce - are $6 an hour jobs because there is not much tax revenue in $6 jobs like there is in - say $40 an hour jobs.
Do you get that dippy. We are not talking human fulfillment but the capacity of a state to generate revenue.
