21,000 are from 3 counties that went less than 70% Trump
But give Trump 75% of the others and he picks up 14 ,000 votes. But these are mail in ballots
But there are about 301,000 left in Clark County and they are mail in votes so Biden picks up 23,000 (at currenty rate)
