2. About 58,000 americans have been hospitalized with COVID19 (according to the CDC website). So that means nearly 10% of all hospitalized cases have ALREADY been given access to this experimental medication, which, still needs to be studied to show that it's even safe and efficacious.

3. The rational for using this medication is to provide anti-sarscov2 antibodies to an infected person. Right now, anyone can receive convalescent plasma, which theoretically contains anti-sarscov2 antibodies. This is available to people even though we don't quite know how effective it is given the emergency use status of it.
