and independents do NOT bother to vote because they know the Republican candidate has zero chance of winning their state, so it would essentially be a waste of their time.

If the "popular vote" actually mattered, conservatives and independents would turn out in much greater numbers in states like CA and NY — especially since the Republican candidate would actually be campaigning in those states and driving voters to the ballot box.
