Trump did enact the travel restriction for xenophobic reasons and continues to try to push that narrative via his reference to the 'China' virus. That doesn't mean it wasn't a useful step, just that his xenophobic perspective was advantageous at that micro level.

That said, one advantageous step taken accidentally for the wrong reasons certainly doesn't offset literally thousands of things he has done counter productively to make things worse. No adult could plausibly be more detrimental, so simply voting for 'Not Trump' in this instance would be a huge step forward in terms of actually addressing the problems of Covid and starting to recover from them. Whomever the other candidate is doesn't really matter as it pertains to Covid, as long as it is an actual adult.
