But probably somewhat similar to a special prosecutor, but completely outside government.

Government lives to protect itself, so what do you expect when government tries to protect itself?

It is a show....usually some underlings take the fall, but never the leadership.

There should be no secrets within government...all documents should be released unredacted at some point...whether it be 1 year, 4 years, or 10 years.

The non-prosecution of so many cops is another example.
