Depending on the jurisdiction, waivers may or may not provide any protection. You can't waive someone else's negligence, so if a court found that a school or conference was negligent in playing in the first place, they'd still be liable. Other conferences cancelling, and your medical advisor telling you not to, would be evidence that you are being negligent in holding football games.
Now, 15 courts out of 16 might toss a lawsuit. But one might not. It's that fear that is driving all of this. Anybody who says "a court would never do that" or a "judge would never rule that way" isn't a lawyer or is one with very little experience.
