It asks questions... it does not provide solutions or strategies. It is akin to calling THIS a football playbook:

Who are we playing today?
Who is not injured on the other team?
How are we going to get to the stadium to play the game?
Who brought the uniforms?
Did the team doctor make the trip?
What food will be served before the game?
