Kneel tactic was authorized procedure...so your opinion about the need to kneel is just that others might see it differently. He was breathing and talking...he was 100% disorganized in his speech and orientation. So his complaints appeared not to be of any valid substance. Let's not forget he is engaged in criminal activity and being a danger to the Officers....he is not at a local clinic with a headache. Police officers have a duty for safety over rendering medical care.
