What they fail to state is that the dashboard not only has the number of available beds as 0, but the census as 0 as well - meaning the data isn't available or the county doesn't have ICU beds to begin with (unlikely).
The following counties aren't even on the state's spreadsheet, but they are rendered as ZERO BEDS AVAILABLE and shaded in red, which leads low information people like you to think things are dire. What they should have done is shaded them gray to indicate there was no data for these counties.
