How Trump is covering for the governors

CDC last week came out with a report saying that if we have 4-8 weeks of masks, CV-19 will get under control. Trump says nothing.
There is clearly an uptick in CV19 cases, pretty much due both to more testing and things opening up and people moving around.
There is pressure to open schools up this fall
Governors want to move with more mandates, and some do, but mostly at local level, and then lots of businesses add more restrictions
Trump does his first press conference yesterday alone, and pretty much supports the CDC statements including saying the worse is not over, and kids should control themselves at bars more.
There is further negotiations going on to come up with another stimulus package
All of the above gives state and local governments cover to put forth orders.
Here in MN, the governor opens up by stating the CDC guidelines and trump's "suggestions" as a preamble to the new mask orders. He then goes further suggesting the mask order is his own preamble (to be announced next week) suggesting that there will be in school sessions this fall. The Sec of Education even gets up and tells parents they need to teach children on getting used to wearing masks.
The governor even suggests that masks need to be though of as the equivalent to the seat belt fights back in the 80s.
The above is how Trump is giving cover for the governors. There will be orders done...and I am sure Trump will tweet his support for those who defy the orders, but then Trump will further sign another stimulus package, and want schools back in session.
Just like with all the shutdown orders, Trump will play both sides...it is playing out right now.
