Trump's core is comprised primarily of middle age and older white people. People in higher risk age groups for CV19. I have family members that are Trump supporters and were highly in favor of re-opening the economy happily proclaiming the pandemic to be over. These same people work from home and do not unnecessarily expose themselves to any CV19 risk and there was no way in hell they were going to attend this rally. Lip service - yes. Actual self exposure - not a chance. The crowd was decidedly more young looking than the average Trump rally crowd.
That was the big factor. The other factor is that Trump has lost a lot of support over the last few months. Some of these people will not vote for him while others probably still will but no longer have enough enthusiasm to attend a rally. Especially during a pandemic.
