keep in mind, they do have discretion on whether or not to make that arrest even if they blow over. Touch the yellow line? You're f-ed. This, among a few other reasons, is why I left the profession. Some PD's were way more focused on stats rather than community development/responding to calls. I remember one time I somewhat jokingly suggested Police becoming more like an FD and be responsive only. That went over well.
