making it against policy should be the property owner's to make.
second, I don't feel it needs to be a public criminal issue to address someone with the mental issues requisite to compel them to masturbate in front of children in open spaces.
A proper response would be for the parent/child to leave and hopefully seek counseling for the impacted child.
I don't see a direct infringement of any inherent right there.
Does this occur a lot in your part of town?
