Higher pay for cops (and teachers, while you're at it)
Higher standards for cops (education level, psychological testing, etc.)
More community policing
A higher percentage of minority cops
Better training for cops
More police department outreach to younger kids (so they realize they don't have to be afraid of cops)
Mandatory prison sentences for offenders using firearms during the commission of a crime
That's a start.
