I look at STL and what I see and hear from people who know is that the police have reached the point where they are so concerned about another Michael Brown incident that they are largely ignoring the shootings in terms of preventive measures. Sure, they will investigate, but the trust between the police and the community is so broken, there's never been less cooperation between them and so ultimately I think you can make the argument that the lack of responsibility in the black community (and I'm talking even a wee bit of responsibility) causes less police involvement which only hurts the black community.
