Her not going inside was her own way of telling the cops to Ess a Dee. Great! More power to her! I hope she stands her ground!

But why would she then be so surprised that armed cops - with a reputation of acting "goony," would then act goony after basically being told to Ess a Dee?

Because in the end, if she's going to retreat anyway, then she wasn't ready to tell the cops to Ess a Dee... yet she's surprised that she wasn't ready.

So other than obeying the orders in that moment, I don't know what else she could've done without being shot at. - Except to have the cop leave her alone. But we all know what wasn't going to happen.
