Yeah, go with that.

He had his shin across the side of his neck. I'd never do that. It should have been across his shoulder blades if they wanted him pinned to the ground.

And we never saw any video of what got them to that point or detailing if there was quite a fight to get him to the ground.

But go ahead and go with "stepping his foot on his throat".
