Have seen a drop of 90% in transmissions by requiring a simple cloth mask.

If 80% of Americans were a simple cloth mask you would see transmission rates drop and infection rates (2 or 3 weeks after the measure goes into effect to count incubation time of the currently infected).

As far as your timeline I couldn't answer though it has been proven a cloth masks work. They're not to stop you from getting infected, though they help, but they're mostly there to stop you from infecting others since most cases are asymptomatic.
