belief that you will accomplish things is not, by definition, a promise. Those two things do not serve as a guarantee of success prior to leaving office. He is still in office. As to actual promises, he is still in office, so unless he guaranteed specific results within a specific timeline and that timeline has passed, and he didn't deliver, he hasn't failed to keep his promises. He may not have those things completed, but he may still be working on them, and who but God knows what he will accomplish in his remaining time in office?
