If we are losing lives because we cannot provide adequate care, you close until you can provide the care. If we are losing people it is so toxic that if you catch it you die, you close it until you can combat that. You look at the pathology of the virus and our ability to treat it.
Not being evasive, or trying to be callus. But it isn't a number issue. It is a causation issue.
