Externalities are hard (if not impossible) to measure, of course, and rarely factor into the decision making of those making direct purchases.

If you're trying to understand why big bad fossil fuels and coal are still more desired, it is because the cost of energy is cheaper. And energy fuels our modern life.

So, getting people to care about difficult-to-measure externalities and to incur a higher bill to fund their modern life is a fool's errand. And to force it upon people via government force is, well, wrong.
