Funding was pulled however because of some reason or another, I can't remember off the top of my head, maybe safety procedures, or they were trying to buck international oversight.

Labs like this one are pretty rare and they are prestigious, it's not abnormal that this lab was funded by other governments. As far as the location, yes, China has proven to be too irresponsible to have a level 4 lab but st the time of construction it was probably the best place to study coronaviruses since that was after (not sure) the SARS epidemic.
This is old news.
