Without getting into the politics of this..any idea on how this is implemented and forced

these plants closed voluntarily due to not enough healthy workers and an obvious spread of a virus within their plant.

Does the BPA take away liability from the plants?
Now it sounds like the government will provide the PPE (and not the plant).

does the government reimburse the plants for any other costs associated with the order?

What if the employees do not show up? Does this give the companies the option of canceling union contracts? If they must pay to bring in more employees, does the government reimburse that?

I have no idea on the others and have not even seen anything within my industry other than the government is forcing them to open (not sure if they have capacity they must meet) and it seems as though the government is supplying the PPE.

Yet another government action that will cause many further downstream actions.
