they automatically added 20% (it may have been 40%) to any bids in New York. They couldn't get permits, or keep the unions from sabotaging things unless there were payoffs and a lot of hidden costs... eg. someone's brother's company had to do the electrical work, a cousin's company had to do the plumbing and so on.
