did not know that murder, rape and robbery were wrong and once that is pointed out they will be fixed?
Or are you one of those who think it is economic? We can teach them a skill so they can trade in their ten hour a week gig which pays $1000 for a 40 hour a week gig cleaning city streets for $200.
Criminals are criminals because it is the easy road. Recidivism is high because short cuts are simple and profitable.
