navy ships.

Good.

But what constitutes "harassment"? It is perfectly fine with me if we blow up a bunch of camel jockeys who are putting our sailors in danger or are impeding our maneuvers.

But can we just ignore them, and if they get in the way and get crushed, that's ok. But what does it take to justify killing diaper heads because they harassed our ships?

Anybody have experience with this?
