to close or send people home. Stoke the fear so that everyone does as they are told because experts would never mislead them. Pay them to keep these people at home. Pay the people at home in perpetuity to stay home until the unemployment rate is at the previrus level. Businesses fail. Jobs don't come back, people are on the government tit and any threat to take them off the tit leads to demagoguery and voila, you got yourself another generation of dependent slaves that will keep you in power.
