if the alleged victim is mute or disabled or developmentally challenged or is healthy but offers consent but someone claims he/she is a victim, I suggest a court evaluate consent >>> looking at her driver's license DOB.
State statutory rape laws current deprive people under a certain age of their liberty to consent.
