Today i heard that dumblasio said the china virus will cost nyc up to a billion dollars.

UP TO, a billion dollars.

That's like the weight loss commercials saying they guarantee you will lose UP TO, 175 pound in your first month.

That just means you won't lose any more than that. You only lost two pounds this month, that is less than 175, so it's ok.

Dumblasio uses that term so he can lobby DC for more money because of all the money nyc lost. Much of it they would not have lost had they had a competent capitalist mayor.
