My off the top of my head recollection is the tenth amendment generally reserves any power not granted to the federal government to the states and, if my memory isn't faulty, somewhere there's a grant of the right to regulates interstate commerce to the federal government.
Turley is a high profile constitutional law commentator.
However, words are often vague, subject to interpretation and various meanings. And in practice the constitutional law provisions would be applied to specific fact situations.
I'd suggest that any good constitutional lawyer, including Turley, can probably make an argument that comes down on either side of the question of whether the federal government has some authority over business at the state level.
And WADR, I'd suggest that Turley's position is probably more subtle and nuanced than your post suggests.
