1) a large part of the initial recommendation was to keep from reducing the supply available to healthcare workers, and
2) they knew what kind of disease it was but they didn't really know all the ways it could spread, the incubation period and the asymptomatic contagiousness of it

that said, I just finished building my deck and now I'm going to have a beer
