There's a lot of reasons for that. NY is a common entry point and it has a dense population and relies heavily on public transport. Consequently, they were impacted early before the value and need for social distancing was recognized and the disease spread quicky. The disease has also had a longer time to run it's course there (average is 14 days from symptom to death). Unfortunately that proportion will start to come down as the disease runs it's course in other states although lower density and a head start on social distancing will keep the numbers down.
