I would take that as reducing the size and influence of the government...I could be wrong on that.

I do agree he is trying to reign in the war mongers, but then he will flip on that in weird ways with his threats, but he has also continuously campaigned for a bigger military budget (unsure if he wants that, or just to appease to that base)
