So you don't want to develop a vaccine quickly?

If it is a pandemic you want to be able to move as fast as possible.
It remains to be seen if it gets to that level but if it does I doubt Americans want to wait 18 months for a vaccine if they are going to be dead in 6 months.
This is precautionary to protect citizens as fast as possible, similar to all of Trump's other plans.
That said, I doubt this is needed... in the end. We will find out thousands already have the sickness and are over it. It will end up similar to the Flu. And a vaccine will be developed but slow tracked and thoroughly tested due to the coronavirus not being as big of a deal as the current anxiety levels
