If he's acting appropriately, their purpose is to be a second set of ears and offer advice, if needed, make arguments for/against policy that he might not be seeing. If he's the bad actor, then rather than just let him run amok, they're a safeguard against him being treasonous.
And I don't say that only in the context of Trump, it's not personal to him. I don't think ANYONE should have that kind of unilateral power.
