Just b/c there may not have been a top down effort doesn't mean there wasn't an effort.

Also, you must have missed this from the same article:

Also, Ukraine's investigation regarding Manafort was dormant at the time the Obama admin asked them to revamp it. And how is that any different than asking Ukraine to investigate a corrupt Biden?
