The Fed's use money as their leverage....If States and Local gov. collected taxes at federa rate and issued refunds at the current level's and people refused to file Federal taxes then the power of the Central gov. would falter and fade away. And would be in the hands of the Locals and State gov.
Everything is now tied in a monetary way to the feds. All programs rely on Federal money,grants etc. to operate. It will be hard to cut the cord.
