I would consider trade wars as foreign intervention. He has been inconsistent but better in terms of warmongering....although he has done nothing to cut the defense budget and actually praised NATO for getting another $150 billion from the allies...maybe he should cut the US contribution to offset that.

He has raised spending, and not really gotten the federal government out of anything.
